Car parks are typically ‘dormant’ areas in terms of activity. Users deposit their vehicles and leave. This low level of activity means there are fewer people present to survey the area and act as a crime deterrent.​​

It is important to design car parks and car parking areas to counteract this diminished level of patron safety. Lighting and visibility are key ‘active’ deterrents to crime and should be employed to greatest possible effect in car park design. Passive deterrents such as security grilles and surveillance cameras can also be employed, but should be considered ‘as well as’ rather than ‘in lieu of’ following best practice Crime Prevention Through Environmental Design (CPTED).​
